Payment QUERY

When I app**** for this policy nobody requested any confirmation documents, because I took out this policy on behalf of my mentally challenged brother in law, and the company never bothered to ask for such documents, I am absolutely frustrated right now because I'm unable to pay this policy and hollard do not want to give me back my money, I do not know why I'm unable to pay nobody is able to assist because all I want to do is to pay for my policy.
