Hollard why asking so much money and you cant keep by all the promises

My sisters husband passes away and she struggles from the 18 June for someone to do her claim...its a funeral policy..she have to borrow money from everyone for the funeral and still Hollard did pay her the money that her husband was paying every month for his funeral out...everyday it is new stories...is there no one that can help her...she is not working ..she needs to pay her house and other things...why do people need to pay so much money for a funeral cover and on thee end of the day they dont receive the money
