Hollard Life does not want to pay out

at the beginning when i took out the policy i told them my husband and i got married traditionally we don't have a marriage certificate and the had told me i should do an affidavit from police station stating that my husband and i got married traditionally now that my husband has past away they don't want to pay out my claim they tell me that my father in law must do an affidavit that says he paid lobola for me which is something they did not want at the beginning and now the father in law doesn't want to do the affidavit for me, now Hollard life does not want to pay me.What must i do now to get my money since my husband has past away?
