Expected to sign up for cover BLINDLY!

I am helping my employee to get legal and funeral cover. We recently went through an experience with another company where he was promised certain benefits and it turned out was not correctly represented. We went through the whole process of cancelling the product and reclaiming the premiums which was duly refunded. Subsequently we have approached a few other companies to get comparative quotes. I app**** or requested on his behalf online for companies to call him so he can do the underwriting etc. for an accurate quote, but i advised him to get all quotes in writing before he agrees to sign up. He was called by most of the companies and he says that he requested emailed quotes, but two weeks down the line, no quotes were forthcoming, so I went online again to these companies requesting contact, but with my cell no. Hollard and one other have called thus far and both refused to send a written quote - the agents claim one must sign up first - before you can get all the terms and conditions and then you have 30 days to cancel your contract! I cannot believe for one second that any company can expect a client to sign up BLINDLY with the proviso that you may cancel within 30 days - purely on the word of a call center agent who we have now already experienced can be less that truthful to make the sale.... and if you are not happy or cancel on the 31st day you will probably be forfeiting something, or at the very least have to pay one month's premium and go though all the time and resources to get the contact cancelled. This can surely not be honourable practice???
