Bad service from Hollard

I struggle to get my worker payment for his partner who dies. I fill in all the forms and the police is more than 4 years old. Then they phone to get a avidavit from a famili member who can confirm they were partners and still they do not pay out. What must i do? They are very keen to received the money every month but when they must pay NOTHING at all.
