Hollard Insurance and Cell C they refuse to give me a phone yet the excess amount of R1900 is already with them.

Hellow Peter , Please help I wanna lodge a complain about CellC & Hollard insurance .Im so angry they refuse to give me my phone and it been 2weeks .I have put a claim for my samsung A7 that was ****** and they said I must pay excess of 1900 but now when I want a phone they saying they dont have it, I must take Haiwe P20 of which I dont like ,when I request to choose from the price range which im covered for R9000 they refuse they say I must take what the give me ... I need help , this people they violating my consumer right ..Please what can I do. The consultants are rude at Hollard and they policy say its takes 7 day but for me its been 2weeks without a phone .I cant even do my banking or anything coz I dont have a phone..I have asked that they allow me to go choose at any CellC coz they have a contract with them but they refuse everything and not a single month I have missed my installment but this is what Im getting when I claim for my phone ..Im tired of fighting with Hollard & Cell C
