claim for wall damage

My claim was declined for wall damage. Hollard says due to foundation is crumbling. I had a builder check it out before i lodged the claim and he said somebody knocked into it. Are the insurance assessors qualified builders or engineers? I have never claimed before, this is my first time which i have ever lodged a claim. Whats the point of having comprehensive insurance then.... you pay for insurance and this is what you get...
