Burst water pipes in ground not covered

On 11 November my wife phoned Ooba Hollard Insurance about our water pipe that burst in front of our garage in our yard. They said it is the municipality that must fix it. I phoned back explaining to them it is the pipe after the water meter in our yard in front of the garage next to our house wall. Then they said they only cover visible water pipes. About 10 years ago we had the wame problem with a pipe that burst and then they could took care of it. But not now any more. Only explanation given is if it is not a visible pipe, it is not covered by them. That's it. We switching from house insurance asap.
