Unhappy with my service

First week after signing contract was great no buffing no problems. I'm now sitting with no low signal everyday. I have called in the problem so many times with no luck. The technicians keeps telling me we have no issues on his system we at a steady upload and download (2mg) each time I tgen do test runs which shows 0.O6 MG upload and a 0.09 MG download.
