How can such a company not have stock controle

I have ordered material for outside use and was told sorry no stock ,and will have to wait 3 weeks ,<br> How can a company not have minimum stock control levels to make sure they have sufficient stock as this is not a once off product but a common material for outside use.<br> I find it terrible service for such a company not to have the necessary procedures in place to make sure they provide the customer with good service and make sure they order stock ahead of time.
