Billing for services I didn't use

Herotel fiber I took internet herotel knowing it was a month to month... Meaning I pay for the internet when I want to use it any don't pay when I don't want it ...Not knowing that even if you don't use it you must pay for it ... please explain to me what does month to month mean it you guys still bill your customer even when they don't use your services
