Flat over flooding and no response from agency

We had a hail storm early November and my flat on the first floor over flooded. Up and until now nothing has been done about this and I have send them a letter to say that I am not going to pay my rent until the problem had been fixed. Now they threaten to black list me. All a want is either a similar property to rent or for them to fix the problem.
