Exit inspection signed off as clean, then huge bill for cleaning deducted from deposit

We rented a property from Harcourts Dunn in Durbanville for my daughter, but feel unfairly treated due to the fact that several cleaning bills were added after the exit inspection was conducted and signed. When we raised our concerns and tried to discuss the issue we were told that they are not willing to debate it and that we should take the matter to the Rental Tribunal, but should we choose to refer this matter to the tribunal we should note that the deposit will be held back until the matter has been resolved and that it could take up to six months, even longer with the landlord out of the country. However the deposit was payed to Harcourts, not to the landlord.

We have a signed exit inspection stating property was left clean, except for the main bedroom floor with a very light carpet. It was hand washed before exit, but I was more than willing to pay for the cleaning of the carpet because it was used for a whole year. We were billed R890 for domestic cleaning as well as R500 for upholstery cleaning and on top of that R400 for cleaning of two bedroom floors, even though it was clearly stated in the exit inspection as clean.

The property was found very dirty when moving in as it was noted on the entry inspection ( of witch we have copies) Several improvements were made during the rental time (blinds put up, wall painted, microwave bought etc, witch the owner was very eager to take over) The property was taken care of as if our own. When we moved in we found it odd that the Maintenance Manager's husband were doing all the maintenance work, so I guess their cleaning company could also be related, there for the abnormal rate for a domestic cleaning after stated as clean... We feel unfairly treated due to things been added after an exit inspection have been signed and just wanted to warn unexpected clients of this ridiculous amounts (R890) for a domestic cleaning. I also have photos of how clean the property was left. It is ******** to sign of an then add bills. So please be warned.
