Electricity problem

Good day This is Charity speaking i have ever problem with harcourts. I bought a house from them under the agent called Veronica. On the day of viewing there was electricity and everything was fine. But on the day we received the keys she called us to meet on the street of Lambton to give us the keys .She did not come with is on that day she let us to go alone there when we arrived ,cables and the DB box were ****** we told her about the situation but she did not attend to us we even went to the Municipality but they too could not help us . We bought this house in 2021 and got the keys on 22 December 2021 since then we had no electricity we are leaving in a dark cold house . We were give the COC but still there is no electricity
