Poor service not trustworthy

This people cannot be trusted their service is poor, now when i request letter to state that I am done paying my debts they keep saying they will give me letter as soon as it is available and that 21 days has exceeded where they confirmed that i will get it within that perios but nothing is happening, now they dont even want to tell me when should expect it, can anyone advise me where I must escalate this issue.
