Where is Consumer Protection Act?

In June 2015 I paid a R15000 deposit for a 2nd hand car from this dealer. After 2 weeks of the car being with them most of the time because of 'klunking sounds' , a sticky clutch, grinding brakes, broken radio etc I told him I wanted to cancel the deal and get my money back. He refused to cancel the deal and give my money back. I went to a lawyer who tried as well and eventually told me that I should cut my losses and just sell the car back to them - which I did, ALSO having to PAY IN AN EXTRA R7978 - as well as 1 month payment had also gone off my bank account - in the process GIVING them approximately R25 000 for a car I hardly had, which is now back in their business. I would call that BLATANT THEFT, nothing else. Where is Consumer Protection Act in this regard? His sister (a friend of mine) told me that he had told her he 'would' have given my money back but because my son was angry with him, and showed it, he decided not to - but yet when I spoke to him he said we would 'resolve the matter'.
