Unpaid pension

My sister-in-law has been trying to finalize her monthly payment as a spouse of her deceased husband from the GEPF. She has been without an income for six months an still no joy in getting anyone to contact her. Each email is responded to with an automated reply and we are told to submit documents which has been done umpteen times with absolutely no outcome. Please help!!!!
