Un paid maintenance money

Good day Peter i have a final maintenance order from court since 2018 for arrears and future maintenance but GEPF is refusing to pay out the money, because the guy's employer witch is dept of correctional services owes them money for contributions what does that have to do with my child's maintenance cause there is a court order for them to pay.
