Starving pensioners

This is the 2nd month that my mom, who is visually impaired, has not received her money after she changed banking details. She has been to Pretoria twice, and she was told that her money would be in at month end but it has happened again she did not receive her payment. Who can we escalate this to so that it may be taken seriously?
