Pensioner for 7 months and STILL NO INCOME!

My Father retired after 32 years of service in education and submitted all documents in January 2015 - 4 months before date of retirement. It is now 7 months after retirement, almost a year after the original submission of documentation to the DHET and he still has NO income. Medical payments and living expenses are expected to be paid with income that is not received. After so many years in a field where you are the least appreciated but most needed you would think that the GEPF would try to ensure that the pensioners are at least given to them what is due to them!! I have called the GEPF every other week since September - I am promised that a supervisor will contact me in 24 hours with an update, which never happens. This issue needs to be resolved immediately as soon as possible is no longer possible!
