Over a year for my pension cash out and still waiting

I am a government doctor. In 2016 I was a full time employee and was forced to take the government pension. I moved to another position where I was a contract employee and as such was not allowed GEPF. I decided to cash out my pension. That application was December 2016. I am still waiting for my cash out. It has been rejected 4 times for reasons that cannot be adequately explained. When will I be paid? How can I ensure it will not be rejected again? Shocking and terrible service! I recommend to all my colleagues to avoid the pension fund.
