Is GEPF a pyramid scheme?

Nelisiwe Kondile has been waiting for her payout for months now. Gepf calls lying to her, the transfer has been done, payment run loaded etc... Gepf is operating like a pyramid scheme, delaying to pay people's hard earned money. Someone who served their country with distinction in the armed forces.
