GPAA's Legal Department Just dont respond!!

My Name is Ivan Talbot. I am involved in a case whereby the GPAA is very much involved. We require an urgent response from the Legal Department. We have sent countless emails to them . In fact, my secretary has sent them over 20 emails in the last week yet they failed to reply. We don't even get a response to say that they have acknowledged our letter. We have a matter in the High Court on the 21st of April 2016 and if we don't not get a response from them, which is a report that not only we have requested, but our client's as well, they matter will have to adjourned which is entail my clients to pay massive costs. We are considering bring an application against the GPAA to get the report that we want, out of the High Court, due to the total incompetence and lack of communication. They are such an important Government Department, yet they treat the public like dirt. My matter pertains to MR.B.Sosibo - ID : ***. May someone who is competent please help me or I will have to sue them!!!!! I am sick and tired of this.
