GEPF: are you treating contributors from different state departments differently? Why?

I have officially retired from DOJ at the end of July 2019, have submitted all relevant documents 3 months prior to that date, have received my monthly pension backpay during Oct and first pension in Nov. However, my lump sum remains unpaid. I finally (due no communication from GEPF) resorted to a legal representative for assistance. Her various attempts to establish contact, finally resulted in the age old excuse that SARS is to be blamed for the delay. However, from the promised feedback to her, no results yielded yet. On the flip side, my wife (ex DOE) retired two months after me, and received her pension payback and lump sum already. Also from GEPF!!!
