Divorce payout delay!!!

I am waiting for more than 6 months for a payout. Every time I call they say that it is now in calculation and in final stages, but how long does this takes. I already complaint here and you gave me an unsatisfactory answer. Please my children needs the money for education and I can not provide for them ALONE anymore. What is causing the delay????
