Could GEPF also be captured?

I resigned resigned in August 2017 but three months later my resignation benefits are not yet paid. I dial their Call Centre at least once a week which is always on a go-slow and their agents always provide conflicting reports about the status of my claim. So is the same when I visit their branch. I beginning to suspect that they to are captured if not already loaned all our monies to SOEs.
