Clean Break Act Does it Exist!!!!!!!!!!!!!!

I am appalled by the lack of service I have received, I have gone through a horrible divorce and want to resolve the issue and place it behind me. However with this service i do not even get a response. As a Government department I expected delays but not to be ignored completely and no one to even direct me to resolution. A clean break act was created for this instance but nothing, I don't know what to do and who to contact, all I receive is automated confirmation that my communication was received and that's it.
