11 years waiting for a death benefit payout

My father passed away in 2013 and I've been trying to claim from gepf since then. I call every 2 days and get told it's with the reissue department. The past 2 weeks have been frustrating because when you call, you're told they're offline. It's been a frustrating 11 years.
