Sends verification codes to the same email address I am attempting to recover

I have been trying to regain a ****** account after an extensive hack on my devices. I was able to regain much of the email addresses, but one single address (which I will share if Google cares) keeps sending verification codes to the SAME EMAIL ADDRESS that I'm trying to recover. Even though I can verify that it belongs to me by OTP and answering questions only I know about the account.

There is also NO CONTACT NUMBER to be found for support. Online support is useless - it gives me the same options over and over again.
