Took my money and refused to give me a refund for hosting that was never activated or used

Ordered and paid for web hosting just to test out their servers. The hosting was in America when I wanted South African hosting. There was no option to choose or change the location of the data center. So I ordered and paid for a VPS. The VPS was never activated after payment was processed. I later received an email saying "Your account has been selected by our verification office as a precautionary measure to defend you from possible misuse of either your payment method". I had already given up on using them, so I phoned support to cancel and refund the service, and was told that they can't give me my money back unless I login to my account and upload government-issued photo identification.
