Why can't I give 0 stars

I phoned the Rental Housing Tribunal on the following numbers ********** *** ********** /53/54/55 ********** ********** <- this was the first and only number to answer.

I was told that I cannot email to ********** as they do not check this official email as they are under staffed. You cannot fax either. I was told that I can only walk in and lodge a case in order to get service, this can be done from 8am until 3:30pm

I have been cheated my deposit of R5000 and now can't even lodge a complaint without having to travel to town.

Is this really how we live in S.A.
