Ineffective Tribunal

I have sent countless emails and phone calls to the tribunal that have not been unanswered up until this point. My former landlord is getting away with not paying my deposit as the tribunal is not working like it is supposed to. I started making calls from the end of May in 2018 and about 10 months later the tribunal has not executed its duties. :( :(
