Gauteng Rental Housing Tribunal - Not Helpful to the People

I contacted the Tribunal after not being refunded my rental deposit. I am liasing with an individual who ignores my emails - I request delivered and read messages - and I receive these. He emailed my ex landlord and on the 03.09 - I was advised by him that they have not received a response from the respondent - and that I will be notified about the mediation date soon. In October I emailed again - with no reply. On 08.10 - I emailed his Manager and still no reply. Then I received a reply on the 15.10 wherein i was advised that they were offline for he past 2 months due to network failure - and that he will update me soon regarding the way forward. Note -he said 2 months - yet in September he corresponded with me. On the 12.11 - I emailed again and to date I have not received a reply.
