Does anyone actually work at the Gauteng Rental Housing Tribunal

First off, I'd like to say I have phoned every listed number on Google for the rental housing tribunal and not one of those numbers get answered AT ALL, EVER!! We have a situation where we as the tenants are having our hot water restricted by another tenant and the landlord has done nothing to fix the situation since July and therefore has breached his own contract and he is holding us to the terms of the contract, when he doesn't abide by his own terms and as tenants, we would like to know and be advised of our rights. Please can someone give me a number with an actual human being that answers the phone!!!!
