APPEAL MY HEARING!!!!!!

So my question to them is who gives them the authority to make someone guilty of theft? I received my "hearing" and said that I need to pay for "SO CALLED'' ****** items. This has nothing to do with the Rental Housing Tribunal and is a civil case. I want to appeal the hearing through the MEC as I have the right to do so but was told to go and do a review through the Magistrate Court. I don't have money to pay for an attorney as that is the route to go with them. I have spoken to several members of the Rental Housing Tribunal but no one is responding on my emails and is ignoring my phone calls now.

I need urgent assistance to get this matter appealed through the MEC!
