Annoyed by Housing Tribunal

I dont think the Housing tribunal practice what they preach. Can someone fill me in here I rented an apartment for 3 years , on my movement the landlord has asked me to repaint his house to attact his next tenant

I am not happy as the Housing Tribunal states something different about repainting the house but whne i called them (the housing tribubal are stating something diffrent)
