Galito's refuses to refund me my money

I bought some food from Galito's Commissioner on the 16th of August. After making payment the driver called to tell me that he won't be able to deliver in my area because it's too far, I understood and after several attempts of dialing their number I finally got hold of the manager. I explained everything to the manager and he promised to refund my money. When I asked her when I should expect to get my money she said she'd send me whatsapp text and send me updates. Every time I try to call the number it goes straight to voice mail. I called again last week and spoke to a different manager who promised to call me back on the 30th of August, she didn't call as promised.
