Galencia properties never kept to their promise . Where is my fridge

I bought a property in Galencia fourways Cedar Acres with a promo to receive free appliance. I chose a fridge. That was in June 2018. I followed up until April this year, promised that I had been ordered. I was speaking to Tumi at their offices. I still have not received the fridge despite calls emails. Why are they allowed to do empty promises? Is this king of marketing allowed in SA.
