Garbage Company monopolising work with other grabage company

A month after ordering the service the third party installation company shows up only to tell me I need written permission from my neighbour to lift some bricks. Fair enough, but they don't wait they just leave immediately. Now this company, that I have no choice in using; who Frogfoot chose on my behalf, say they will only come back in three weeks.
