staff coming late to work

on the 17th Jan 2016, I arrived at the mall to make a quick purchase at the store mentioned above about 8:57, which I am aware that operating hours on Sundays are from 9:00 -14:00pm. I found the one lady sitting outside waiting and another showed up a few minutes later at about 8:58.They obviously knew each other becourse they were asking where he was, I assume referring to the person with the keys, she stated that she was here long while ago but there was nobody to open up. The two ladies proceeded to another store to wait out.@9:02 the manager being the guy with the keys shows up he figures the two ladies may be at the other store and that's where he went to go find them. He went in took them a few minutes before they all came out to open up. the surrounding stores were opened and ready to operate and they were not. The three of them came to open up the time is way passed operating hours as stated at the entrance, they go in and close again for obvious reasons. A few minutes later @9
