I was promised a call back regarding my complain but no one has called and im really disappointed by them

I was promised a call back regarding my complain but no one has called and im really disappointed by them. I need this issue resolved as in yesterday but they are not responding to their emails. I don't know what else to do now. I really need this clearance letter to be able to process my application for something really important to me..
