Closed account and they still run charges on acc.

I paid my account two years ago and paid it in full. I wanted to open a account with them this week only to find out they put me on ITC because they didn't close the account like I asked and they still send me magazines that I cancelled with the account. Apparently I owe them R250 for something I never received and cancelled. No I cant open a account because I am on ITC.
