Birthday Gift card not valid

I received a Birthday voucher, for R200, wanted to buy the perfume which in-store was less than 25% provided you buy a foundation, then was told the R200 gift card birth card don't apply even though it says you have to spend more than R600 I am spending R2420, so why did Foschini give me a R200 gift card.
