Fly.cool blocking my Vumatel line

I cancelled my month on month Fibre account with Fly.cool early in November and Fly.cool is refusing to release the line so that I may join another ISP who can give me a better service on the Vumatel network. Them blocking my line means that I am not able to exersize my right to join an ISP of my choice who can provide me with a better service.
