Vehicle taken to another panel beater without consent

I had my vehicle towed by First Help on Monday. It was supposed to be taken to Renew-it in Randburg, but they decided to take the vehicle to another panel beater without my insurance company's or my knowledge. Now I cannot get hold of the panel beater and First Help promised to tow my vehicle to the designated panel beater, but they failed to do it. This is theft and I will now be forced to open a case of theft.
