Quoted amount and fine amount are different

Disappointed that I queried whether I would qualify for a discount, and was told by Fines SA that I didn't, so I paid in full. Then I got a statement from the municipality which had issued the fine, showing that I had been granted a reduction. Presumably Fines SA retains the difference?
