Overdebited

Fedhealth over debited my account I was debited an amount of R6565 I was only supposed to be debited once which is an amount of R3491 why am I being debited twice if I missed last months payment because I did not have money in my account then that means I was not covered for last month but now why is it that I have to pay both months
