Lack of service causing penalties

I app**** for Medical Aid in September last year. I was asked to provide my previous memberships. I contacted both Discovery and Fedhealth for my certificates going back prior to 2000 and neither of them could assist me. I was told that If I do not have them I have to pay a later joiners fee. I had to recover documents from archives to see if there were any of my old documents that have proof of my previous memberships. I found some documents but not for the start of my memberships as in the old day companies use to pay in full and later on a portion and then it changes to be cost of company. I phoned Sean Swartz whit home I have been dealing and he told me that I should not have gone through the trouble I should have done a affidavit. I did the affidavit and also send the documents proofing previous memberships and he then came back and told me that I have not paid for three months therefore I have a waiting period now. If I had been told on the first day that I could have done and affidavit it would not have taken three months to try get documents and proof of membership. He said it was law that there is a three month wait if I was not on a medical aid. still not resolve
