Fedhealth happy to take premiums for 10!years but not authorize a required back op calling it elective

Fedhealth happily take 10 years of premiums but consider a mandatory back op is elective and will not authorize the procedure??? My daughter had no history of pain or symptoms prior to a car accident in Nov 23. From the accident she was in emergency and subsequently had multiple visits to doctor, physio's and other speciallsts. She then is seen by surgeon who discovers she needs two back operations . She app**** to have the first one and is declined as fedhealth say it's elective even though she has major pain and symptoms. How can this be right???
