Fedhealth cannot payout my savings portion

I have left my old Company that used Fedhealth to provide employee medical Aid. I have joined a new Company that is using Discovery. Fedhealth states by change of legilation they cannot pay my saving portion into my account, they can only tranfer to Discovery, Discovery can not pay out as well.
